Very used. Used. Fine. €20 Historical reminder of the Russian Loans There have been several Russian loans. The first loan dates back to 1888. The Russian loan of June 1906 was an international loan signed by Russia to restore finances after the Russo-Japanese war (2.25 billion francs, half covered by France). The savings were very popular, until they disappeared in 1918. In recent years, the Russian state has made a "symbolic repayment" to bondholders. In the second half of the 19th century, France was isolated in every respect in Europe. Tensions with its German neighbor were growing daily. Logically, France sought to develop a powerful alliance in Europe. Russia became this diplomatic "lifeline". In 1867, the Russian railroads launched the "Nicolas" loan in France to build new railways in Russia. At the time, Russia was in dire need of capital, as it had to make costly investments. This loan was not the first. In 1822, the Russian state had issued a loan in its own name in France. In 1870, France was at war with Germany. The tensions that had been building between the two countries came to a head with the annexation of Alsace-Lorraine to Germany. In addition to this military annexation (Treaty of Frankfurt - May 1871), France was obliged to pay Germany five billion gold francs in war indemnities. In those days, it was customary to humiliate the loser. France would do the same to Germany after the First World War. This military defeat and the desire to reclaim Alsace-Lorraine prompted successive French governments to seek Russia's good graces. Russia was all the more receptive as their main source of capital, Germany, had dried up. Germans were now investing on their territory, and capital exports were becoming rarer. At the time, Russia was also considered a very unsolvent country by the authorities. In 1882, the tripartite alliance of Germany, Austria-Hungary and Italy was signed. France was definitively isolated in continental Europe. She had to obtain an alliance with Russia at all costs to avoid any armed conflict that would be devastating for her territory. In 1892, this rapprochement led to the signing of a military convention between Russia and France. In the event of a German invasion of France, Russia would have to open a front to the East. Throughout the late 19th century, the French government did its utmost to establish good relations with the Russian state, but without lending large sums of capital to Russia from the French state budget. The French state, which at the time had to support its own economic development, chose to consolidate relations with Russia with the money of French savers. Russia was to issue an incalculable number of bonds on French territory, including government bonds, local authority bonds and railroad bonds. These loans enabled Russia to create tens of thousands of kilometers of railroad lines, open the Trans-Siberian Railway, and develop new industries (chemicals) and older ones (mining). Renowned French companies invested in Russia's satellite states, a market of the future. French money enabled Russia to develop very strongly in just a few years.
