Blancsubé justifies his bill with a substantial report covering the history and characteristics of French colonies throughout the world: he addresses the problem of slavery, compares France and England, and points to the English model. Marie, Jules Blancsubé, 1834 - 1888, was a member of parliament in two terms, from August 1881 to March 1888. After joining the Marseille Bar Association, he left for Cocincina in 1864 and settled in Saigon as a lawyer. He was appointed mayor of this city and president of the colonial council; he was also for a long time an adviser to Norodom, King of Cambodia; when, in 1881, Cocincina was called upon to elect a Member of Parliament, Mr. Blancsubé was elected. In the House he spoke mainly in the discussion of colonial affairs; in May 1883 he was speaker of a 5.5 million credit project for Tonkin; re-elected in 1885, he supported a new request for 30 million credits for Tonkin and, in January 1887, attacked Admiral Aube, Minister of the Navy, for his handling of the repatriation of Tonkin soldiers.
