Important document on relations between Revolutionary France and the United States. The previous decree of May 9 had prohibited all trade with states at war with France. With this decree, "voulant maintenir l'union etablie entre la Republique Francaise & les Etats-unis de l'Amerique," it is stipulated that the prohibition does not concern the United States.See Samuel Ricard, Traite General Du Commerce ...
