The primitive text of the law and the text with amendments drafted on February 23, 1887, is also shown in the prospectus. The law is signed by E. Granet, Minister of Posts and Telegraphs. L. Bizarelli speaks on behalf of the Parliamentary Commission chaired by Maurice Rouvier, a gifted economist with recognized expertise in financial matters, and whose vice chairmen were Severeiano de Heredia, one of Cuba's wealthiest sugarcane plantation owners, and Antoine Constans, a controversial politician who had held numerous posts related to the Colonies. Louis Bizarelli, 1836 - 1902, physician, was deputy from September 14, 1879 to May 15, 1899, then senator from April 9, 1899 to June 19, 1902. Etienne Granet, 1849 - 1936, deputy from Dec. 1881 to Oct. 14, 1893; on Jan. 7, 1886, assumed the ministry of 'Postes et Télégraphes' in De Freycinet's new government, and retained it also in the subsequent Goblet government, until May 29, 1887.
