Francis Hopkinson and William Bingham Revolutionary War-Dated Document Signed

Revolutionary War-dated partly-printed DS, signed “F. Hopkinson” and 'Wm. Bingham," one page, 8.5 x 3.5, November 3, 1778. An international currency exchange document, in part: "At Thirty Days Sight of this Third Bill, First, Second, and Fourth not paid, pay to Gerardus Wynkoop or Order, Thirty Dollars, in One Hundred and Fifty Livres Tournois, for Interest due on Money borrowed by the United States." Signed at the conclusion by Hopkinson as treasurer of loans and countersigned by Thomas Smith as commissioner of the Continental Loan-Office of Pennsylvania; endorsed on the reverse by William Bingham. Impressively cloth-matted and framed with portraits and biographical captions to an overall size of 32.5 x 23.25, with a window in the backing for viewing the reverse. In fine condition. Francis Hopkinson (1737-1791) was a signer of the Declaration of Independence from New Jersey who is also known as the designer of the first official American flag. William Bingham (1752-1804) was an American statesman who served in the Continental Congress from 1786 to 1788 and in the United States Senate from 1795 to 1801, including a five-month stint as president pro tempore.
