Envelope on the letterhead of the LEGATION of France in SERBIA addressed to Dr. DUBREUIL-CHAMBARDEL, DUBREUIL-CHAMBARDEL, medical officer of the 64th R.I., postal sector 82. Free military mail, sent by the Valise Diplomatique, posted at Paris 31, R. de Bourgogne on March 12, 1919, bears RARE FLAMME de propagande de guerre 2 lines de texte entre 3 traits : GASPILLER C'EST TRAHIR, ECONOMISER C'EST SERVIR"; the addressee, who could not be reached, bears 3 different claws in black and violet of "Retour à l'Envoyeur". - On the back return flame, 6 wavy silent lines PARIS R.P. DISTRIBUTION July 3, 1919. note: the letter inside is written on French Legation letterhead and dated Belgrade March 8, 1919. It concerns military medicine and the conditions and requests of the Serbs to their French allies "...the Serbs are making new requests to Paris to obtain the assistance of French doctors, particularly bacteriologists and hygienists, write to Mr. Radavanovitch, Royal Commissar; it would be a question of having the French government maintain the pay plus a daily allowance and to this would be added the 800 F per month of the Serbian Gvt...etc... 4 pages in a beautiful handwriting of the time.
