Impôts onéreux au Roi et à son peuple (Conlon 87: 804). "Le Mémoire concernant l'utilité des états provinciaux" reproduces the 1st version of this text by Marquis Victor de Mirabeau. Necker's extract is taken from Mémoire de Monsieur Necker, au Roi, sur l'établissement des administrations provinciaux. The Projet d'administrations municipales is by Guillaume François Le Trosne (not by Le Tellier, cf. Barbier and Quérard), and is taken from Book V, chapters VI-X of : De l'administration provinciale, et de la réforme de l'impôt..., cf. t. 1, pp. 556-567 of the Basle ed.; Paris, 1788. The Examen des administrations provinciales is Book I (pp. 23-49) of De l'ordre des administrations provinciales déterminé par les loix physiques. With an examination of the Compte rendu [by Necker] in March 1781, published in 1782 by Guérineau de Saint-Péravi (and not, cf. Barbier, by Guignard de Saint Priest), republished in the same printing in 1785 under the new title: Examen impartial du systême de M. Necker sur les administrations provinciales, où l'on discute les inconvéniens de leur constitution, de leur formation, et de leur gouvernement et régime; avec un Essai sur le revenu public et l'impôt, et sur l'état actuel des finances du Royaume. Du Pont de Nemours, in his weekly journal Correspondance patriotique entre les citoyens qui ont été membres de l'Assemblée nationale constituante (vol. II, no. VII, pp. 9-20), gave a fairly favorable review of these two brochures: "These two pamphlets, by a very well-educated man who writes with great facility, do not entirely fulfill their title. Assignats are discussed, but not more particularly than the other subjects the author reviews, the main ones being the organization of the Ministry of Finance, that of the committees of the National Assembly, the balance to be established between revenue and expenditure, and a fairly severe critique of the operations of the National Constituent Assembly on all these points."
