Raised in Terengganu, he was introduced to traditional batik making, which became his signature medium for depicting scenes of Singapore. In 1959, Seah attended the Nanyang Academy of Fine Arts and later served as the vice-chairman of its Alumni Association. As a representative of the second generation of Singaporean artists, Seah expands the creative boundaries of the established Nanyang style by incorporating unconventional mediums like batik.
