Born in Sens in 1746, the Chevalier des Pommelles ended his military career with the rank of lieutenant-colonel after having participated in the Seven Years' War and the American War of Independence. It is to appreciate the number of men likely to serve in the French militia that the author has made a demographic study of the kingdom. His research is followed by a memoir on militias and their creation, in which the question of military service in kind or its conversion into a general taxation is particularly examined.
