He informed his addressee that he had received a draft report from the State Chancellery "and before carrying it to the Emperor", he would like to know the Prince's opinion, and therefore invited the Prince to his house tomorrow, Saturday morning, at 10 a.m. Grand Duke Konstantin Nikolaevich (1827-1892), second son of Emperor Nicholas I, Admiral General, was appointed to attend the State Council in 1849. Prince Pavel Gagarin (1789-1872), Full Privy Counsellor of the 1st class, member of the State Council since 1844.
