Etienne Coste war Bauingenieur und von 1920 bis 1925 Direktor des Chemin de fer et Port de la Réunion (C.P.R.). In dieser Denkschrift, die auf einer gründlichen Studie der Wasserwege und der Niederschläge beruht, schlägt er die Errichtung von Wasserkraftwerken an den wichtigsten Flüssen der Insel (insbesondere am Rivière des Roches und am Rivière Saint-Etienne) sowie die Elektrifizierung der Eisenbahn und des Hafens von La Réunion vor. Die Illustration besteht aus 6 meist gefalteten Diagrammen und 6 montierten Fotografien.
