NECKER (Jacques). Compte rendu au Roi. Paris, De l'Imprimerie Royale, 1781. In-4 of [2] ff. 116 pp. Half marbled basane, smooth spine decorated, title page (contemporary binding). Covers, spines and corners worn. First edition of this famous work illustrated with an allegorical frontispiece ("Le compte rendu" depicting Necker's bust resting on two books and a copy of Le Compte rendu, crushing the body of inverted envy, around which are scattered the various pamphlets against Necker), 2 color maps and a large fold-out table. Appointed Director General of Finance on June 29, 1777, Jacques Necker resorted to heavy borrowing to cope with a 30-million deficit and meet the expenses of the war with England in 1778. In 1781, he published Compte-rendu au Roi (Report to the King), which criticized the existing system and outlined the renovation projects that the revolution would follow. Copies of this work were sold in France to great acclaim: for the first time, the public was made directly aware of the country's financial state, and Necker was fired for it. The work is divided into 3 parts: The first is devoted to the state of finances, public credit, anticipations, accounting and the caisse d'escompte; the second to gifts, croups and pensions, the organization of receivers and the expenses of the King's household; the third to the various types of taxes.
