Page [1] – printed text; fully reproduces the treaty text. Page [2] – paper with embossed coat of arms stamp, handwritten text of the treaty. Personal signatures of two emperors, Nicholas II and Wilhelm II. The signatures of the emperors are certified: Nicholas II by the signature of Admiral A.A. Birilev, Wilhelm II by Heinrich Leonhard von Chirski-und-Bögendoff. The sheets are glued along the left edge. In good condition. Traces of folding. Alexei Alexeyevich Birilev (1844-1915) – Russian naval and state figure, Minister of the Navy, Admiral (1907); member of the State Council. On June 29, 1905, he was appointed the first Russian Minister of the Navy. Heinrich Leonhard von Chirski-und-Bögendoff (1858-1916) – German statesman, State Secretary of the Ministry of Foreign Affairs of the German Empire (1906-1907). From 1900 onwards, he accompanied Emperor Wilhelm II on his trips as a representative of the Ministry of Foreign Affairs. The Björkö Treaty was a secret Russo-German alliance treaty signed during a meeting between Emperor Nicholas II and German Emperor Wilhelm II on July 11 (24), 1905, aboard the imperial yacht "Polar Star" near the Baltic island of Björkö (near Vyborg). The Russian Emperor apparently intended it to be directed against Great Britain, but the treaty primarily risked worsening Russo-French relations, although formally it did not contradict the alliance with France. Moreover, Russia at that time strongly needed French loans. Therefore, Nicholas II's initiative faced fierce resistance from the Russian government and the Ministry of Foreign Affairs. V.N. Lamzdorf and S.Y. Witte managed to persuade the Emperor to terminate the agreement, and the Russian side, based on Article IV, set the condition that France's accession to the treaty was necessary for its entry into force. This condition was deliberately impossible to fulfill, and thus the Björkö Treaty was rendered ineffective.
