The Emperor promised you that the Empress would summon you if circumstances became difficult. We did not wish to wait until the nation’s situation was compromised before convening you… We ask you to help us sustain and strengthen the national movement and to organize the mass mobilization of all able-bodied citizens. Everything is ready. PARIS will be on a war footing, and its supplies are secured for the long term. The sedentary National Guard is being organized everywhere. The Paris Fire Departments and customs officers will be placed on active duty.
