He complains about the delay of the Mail from Paris to Perpignan. "Causes a notable prejudice to the action of administrative orders by the course it must follow. He explains why. "The mail arrives at 8 a.m. in Perpignan and leaves immediately for the rest of the department. The result is that while my ministerial dispatches require me to respond to orders in the sub-prefectures, I cannot do so on the same day... The same applies to the courier from Spain to France...". - He asks that the Courier leave at 11am...
