Secret Police.” POLICE CIRCULAR CONCERNING GEORGES CADOUDAL AND 29 PERSONS SUSPECTED OF BEING HIS ACCOMPLICES. ≪ No. 1. CADOUDAL (Georges), known as LARIVE, known as MASSON, born in the vicinity of Vannes, former rebel leader, height 5 feet, 3 to 4 inches, extremely powerful, very potbellied; fair complexion, fresh, white and well-colored, very even and smooth skin, no blemishes, gray eyes, not very expressive, light brown hair, fairly thick, in the Titus style, cut very short, not curly except at the front, where it is longer; ears clearly visible, eyebrows slightly defined and separated; sideburns almost reddish, fairly thick, but neither wide nor long; nose flat at the top, fairly broad at the bottom; mouth well-formed, teeth very white; he is missing some on the side, but it is not noticeable; cheeks full and wrinkle-free, sparse beard, receding chin, and short neck; he walks with a swaying gait, arms outstretched, so that his hands are turned outward. He speaks well, without an accent, in a soft voice; blue coat with yellow buttons; however, he has had others made whose color is unknown; a loose-fitting coat with lapels, a collar of the same fabric; a black waistcoat of plain satin, or a white piqué waistcoat; a white cravat, a round hat, deerskin breeches, and boots with yellow cuffs; carrying a pair of pistols [...] ≫ Among the other wanted individuals described are the Gaillard brothers, heroes of the Chouannerie, and the Chouan leader Charles d’Hozier, ≪ son of the genealogist of that name [...], sometimes a very loose-fitting frock coat, light mouse-gray in color, with white buttons and a round hat. When he wore a short coat, he had a small, fashionable three-cornered hat; a black coat, a white cravat—and more often a colored one—and trousers of various cashmere fabrics≫. SECRET POLICE OF THE CONSULATE. This department, responsible for preventing or suppressing threats to state security, initially fell under the Ministry of General Police, established in 1796. It remained of secondary importance until Joseph Fouché took office; called upon by Barras in July 1799, he turned it into an effective instrument of power. Retained in his post by Napoleon Bonaparte after the coup d’état of 18 Brumaire, Fouché was finally dismissed in September 1802 because of the power he had come to wield. The police were then nominally placed under the authority of Grand Judge Claude-Ambroise Regnier, but were in fact placed under the direct command of Pierre-François Real. The conspiracy of Year XII, involving Cadoudal, Moreau, and Pichegru, exposed the weakness of the police intelligence apparatus and made Bonaparte realize his mistake; he reestablished the Ministry of General Police and recalled Fouché.
