George Washington Bacon wurde 1830 in den USA geboren und erwarb nach seinem Umzug nach London die Stahlstiche der englischen Grafschaften von Edward Weller, um damit sein Kartenverlagsgeschäft aufzubauen. Bacon veröffentlichte 1882 den „New Large-Scale Ordnance Atlas of the British Isles“. In den folgenden 20 Jahren machte er sich einen Namen als produktiver Herausgeber von Atlanten der Britischen Inseln, Londons und der Welt aus der späten viktorianischen Zeit, die in zahlreichen Auflagen erschienen.
