The Emperor promised you that the Empress would summon you if circumstances became difficult. We did not wish to wait until the nation’s situation was compromised before convening you… We ask you to help us sustain and strengthen the national movement and to organize the mass mobilization of all able-bodied citizens. Everything is ready. PARIS will be on a war footing, and its supplies are secured for the long term. The sedentary National Guard is being organized everywhere. The Paris Fire Departments and customs officers will be placed on active duty. All men registered for maritime service… are being called up… to assemble a new army of 450,000 men; we propose, first, to expand the Mobile National Guard… Shying away from none of the duties that events impose upon us, we have placed PARIS and the departments threatened by the enemy under a state of siege… the overwhelming majority of the city of PARIS will maintain its patriotic stance… ” – Telegram, certified copy by L.
